Biography Prepared for Virtual Congress:

Steven L. Clift is the Director of Democracies Online, a new
international initiative and partnership to promote the development
and sustainability of online civic participation and democracy
efforts.  The project seeks to help improve democracy as major
functions converge with the Internet by networking interested
individuals and organizations.   He also serves as the Co-Editor of
the soonto be released G7 Government Online and Democracy White Paper
which has 18 chapter authors from across the world.

From late 1994 through July,1997 he served as Project Coordinator for
the State of Minnesota's North Star government online statewide
effort.  "North Star 2" recently gained a full legal mandate and
received a one million dollar two year budget from the Minnesota State
Legislature.  North Star is now one of the best funded "one-start"
citizen-focused comprehensive government online efforts in the world.
With North Star on a strong footing, he recently left the Minnesota
Office of Technology to establish Democracies Online.

In 1994 he started Minnesota E-Democracy a non-partisan, citizen-based
project whose mission is to improve participation in democracy in
Minnesota through the use of information networks.  With the help of
many volunteers, the world's first election-oriented WWW site was
established.  He is now Board Chair of Minnesota E-Democracy.  The
Minnesota E-Democracy experience is a cornerstone for analysis of
information and communication convergence and their potential impact
on "real" democracies around the world.

In the last 18 months he has given democracy online and government
online presentations in dozens of cities in 10 different countries.
Following the conference he will speak in a number of cities in
Australia and New Zealand and shortly upon returning to Minnesota
travel to Ottawa and Cape Breton in Canada.
