Tell us why you would make the best Governor for the State of
Minnesota.  What kind of "team" would you put together if elected? 
Also, what is the worst idea you have heard one of your opponents in
this race support, and why?

QUIST Response 6:

        I believe that I am the best candidate for Governor for several
reason. First of all, I have extensive knowledge of how state 
government works, particularly in the areas of state finance, 
education and jobs and training.

        I am also a genuine leader.  I was chair of my college faculty,
chief author of the bill that created Minnesota's Department of Jobs 
and Training (now Economic Security), and the only state leader who 
predicted, four years ago, that current tax rates would produce a 
substantial state surplus.

        In addition to expertise and leadership, however is the quality
of practical vision for positive change.  In education, for example, 
I would avoid grandiose schemes, and instead guide education policy 
along lines proven to be effective.  For instance, for today's 
students to be successful in tomorrow's information economy, they 
must have high levels of competence in the basic skills, including 
computer literacy and familiarity with the Internet.

        In the area of finance, I would establish clear priorities that
would finally enable the state to control spending.  In order to 
facilitate economic growth in rural areas, I would funnel more 
resources into transportation needs.  I would assure that genuine 
education reform actually takes place, I would expand current job 
training programs, and I would provide additional economic incentives 
for business development. I would use the same strategies in the 
center cities, but I would add aggressive policies for rebuilding 
families and for controlling crime.

        To accomplish the above goals, my administrative team would be
based on three criteria: overall competence, leadership abilities, 
and commitment to accomplishing the vision I have described.

        As a candidate for Governor, I have one goal.  It is the goal of
our Minnesota Constitution, namely, to secure the blessings of 
liberty to ourselves and to our posterity.
